Greetings from Australia. Condolences in you time of anguish. Support for your People. STRICTLY CONFIDENTIAL - I have two actions to propose to promote International Support of Ukraine Sovereignty. 1. Invoke the Charter of the United Nations to override Russian veto in the Security Council. - The Charter of the United Nations clearly stipulated that the U.S.S.R, NOT Russia, is a permanent member of the Security Council. Therefore, since the U.S.S.R has been dissolved and no longer exists as a political entity, Russia holds no legitimate claim to its permanent seat, or indeed any seat on the Security Council. Therefore a Russian 'right of veto' of a motion at the Security Council does not exist. - In truth, Ukraine holds equal if not greater right to a seat in the Security Council, particularly in the light of Russia's violation of U.N. treaties and conventions. I need CONFIDENTIAL guidance from Ukraine regarding how this suggested action would be pursued most productively.I would, however, suggest that such an action would best be pursued through a collective of U.N. member states rather than any single state 2. Creating a high-level, visual affront to Russia at international events. Frequently at world economic and political gatherings, representative heads of state/diplomats are issued with a ceremonial shirt. This short, usually in a style/design of the host nation is used in group photographs in which the assembly of countries' leaders are pictured. Please imagine the visual effect, beyond language, if any or preferably all of the representative leaders appeared wearing shirts, unambiguously displaying the colours of the Ukraine flag. This would amount to a worldwide display of international solidarity with Ukraine. Furthermore, consider the dilemmas of any Russian representative when presented with this shirt for the photos. Again, I require your CONFIDENTIAL advice in the development of this action and I anticipate that it is not an action to be pursued by one state alone. Please contact me before proceeding further, quote the reference- SHIRT-FRONT. Andrew PAWLEY [Melbourne, Australia - English-Ukraine Google translation to follow
