Invoke the Charter of the United Nations to override Russian veto in the Security Council. - The Charter of the United Nations clearly stipulated that the U.S.S.R, NOT Russia, is a permanent member of the Security Council. Therefore, since the U.S.S.R has been dissolved and no longer exists as a political entity, Russia holds no legitimate claim to its permanent seat, or indeed any seat on the Security Council. Therefore a Russian 'right of veto' of a motion at the Security Council does not exist. - In truth, Ukraine holds equal if not greater right to a seat in the Security Council, particularly in the light of Russia's violation of U.N. treaties and conventions. I need CONFIDENTIAL guidance from Ukraine regarding how this suggested action would be pursued most productively.I would, however, suggest that such an action would best be pursued through a collective of U.N. member states rather than any single state 2. Creating a high-level, visual affront to Russia at international events.
